That’s the question behind a new bill introduced by Alexandria Ocasio-Cortez in the House alongside companion legislation from Bernie Sanders in the Senate.
The proposal would place a temporary nationwide moratorium on constructing new AI-focused data centers—and expanding existing ones—until Congress creates a comprehensive regulatory framework for artificial intelligence.
Supporters argue the pause is necessary because AI infrastructure is growing faster than regulations can keep up. They point to concerns over rising electricity and water use, environmental impacts, job displacement, privacy, and the need for stronger public oversight before expansion continues.
Critics, however, warn that a nationwide pause could slow innovation, reduce investment, and weaken America’s position in the global AI race, particularly as countries like China continue expanding their own AI capabilities.
The proposal is a moratorium, not a permanent ban. Its goal is to temporarily pause new AI data center construction while lawmakers decide what rules should govern the technology’s long-term development.
The debate raises a broader question:
