SEX TRAFFICKING.
This organization has zero prior federal contracts of any kind; its entire lifetime relationship with the U.S. Treasury consists of this single deal. It also appears to have no immigration lawyers on staff and no track record of providing the specialized legal services the contract requires. Its mission has centered on anti-trafficking sting operations, not representing children in immigration court.
The group’s founder and longtime leader, Tim Ballard, resigned in 2023 amid multiple lawsuits in which women accused him of coercing them into sexual acts and forced labor under the guise of undercover “rescue” missions.
Meanwhile, the network of experienced legal-aid groups that had long represented these children was stiffed for roughly $65 million. The government withheld payment and demanded confidential client files that the lawyers said would violate attorney-client privilege. When they refused, their contract was allowed to expire.
The new award was justified under a sole-source “unusual and compelling urgency” exception. Follow the money.
